You might check your cookie settings in Internet Explorer under > Tools > Internet Options > Privacy and reduce the slider a notch or two to see if that has any effect. If not try allowing the site to accept cookies under the Sites button.

Check in your TIF files to see if you already have cookies from those sites and delete them if present. Clear out the Temporary Internet Files if you have not already done so.

    set cookies

I set it to accept all cookies and here is the error message it gives me

Right now, your browser's settings are configured to disable cookies and/or javascript. In order to access your account, you must change your browser's settings to accept both cookies AND javascript.

How do I change my browser settings?
This depends on the browser you're using. If you are getting a message asking if you want to accept cookies, choose Yes. Otherwise, we recommend that you click the "Help" button at the top of your browser in order to learn how to properly accept cookies and javascript. (You'll most likely be able to enable these settings by locating the Security and/or Privacy tabs found within "Internet Options" in your browser's "Tools" pull-down window.)

bobm735--You seem to have two issues:
    1) You need to enable cookies to access certain sites.
    2) You get a message "its tell me to update my IE "
But maybe it is two aspects of the same issue.
Are you able to go to Windows Update and get all the recommended Critical Updates? If so, do so. Does that help?
Or is the Windows Update site of the sites when you get the message?
If the latter is the case put the Windows Update's site's URL into Trusted Sites. (Uncheck the box "Require server verification..." if checked.)
Now try to access Windows Updates again. If successful, install the recommended updates.
    Reboot.
    Has the problem gone away?
