Not Permitted to use Internet Tools

I'm sure you people are thinking, "When is this Old Fool going away? "

A new problem occurred today and I haven't the least idea what to do. After getting the Home Page area corrected, thanks to your help, all was working well until a few minutes ago when I tried to access the "Internet Options" from the Tools menu on IE. Want to change some settings. The attached is what I get when I do this. Solutions or suggestions are welcome, except for "Go Away! "

XP MCE currently updated with auto update.
Running DEFENDER

 

Please disregard the above post as I have found the problem. I had the Block turned on for Changing Internet Options in Spy Bot.

I'll get it all some day.
