scolling and window dragging problems

whenever i scroll or drag a window it has to completly reload the window to its new position it takes a very long time and is very irritating, please help, i am using windows xp professional

 

Right click on the desktop and choose properties from the menu. Click on the settings tab, then on the advanced button and then on the troubleshoot tab. Make sure the slider next to "hardware acceleration" is slid all the way to the right. Also, put a checkmark in the box next to "enable write caching" if it's not already checked. Click apply and then back out of it. If it wasn't all the way to the right, you may have to restart your computer for it to take effect.
