work off line cant get rid of?

I have a dell laptop with windows 98SE and I cant get rid of the pop up working off line retry , it just keeps comming back and when it does it interfears with the fntion I want to do and I click it off and it comes back in 4 seconds, how do I get ride of it, I want to work off line Im not hooked up.to any line, Im trying to work on things off line with lap top until I later deside to use it. 1. Close all Internet Explorer windows. Also, close Outlook Express.
2. Go to Control Panel and open Internet Options.
3. Click on the Connections tab.
4. Click on LAN Settings.
5. UNcheck "Automatically detect settings ".
6. Click OK.
7. Click Apply. Then, OK !

stilll get he work off line pop up

didnt work at all its seems some other program is telling it to check for a on line then it pops up

 

maybe its fixed

I was opening internet explorer ,Im not on line and I had made that the last default home page ,so when I went to the top on file then clicked work off line ,it worked , bt for some reason in another window when I did the same thing it never cleaed it, this time it did ,no explination its just working, not a single work off line pop up.Thanks for everyones help
