windows firewall

    my windows firewall(ics) will not connect.

    windows xp system

    i have tried to enable it by going in to security message pops up saying unable to connect. (pressed reccomandations where it says firewall turned off)

    so i click the firewall button to enable it that way and it still wont enable just says windows firewall will not connect.

    i am lost with how to turn it back on .

    have read help but still no wiser.

    i have also done following still not work says same
    Start/C'trl Panel/Network Connections/Network Connection/Local Area Connection

    Properties/Advanced/ Check Internet Connection Firewall

    please help someone
