    Are you using AOL?
.art is a proprietary file type used, for the most part, only by AOL.
But then the message says "the file so and so is a ART file with incorrect extension ! "
I do not know why the file extention would have changed from .art to something else, but if these image files really are .art files, then indeed none of the conventional graphics viewers can open them in the conventional way. And it is no surprise that WPFV cannot show previews.
If you use AOL, that would explain why you can view the downloaded image file.
Here is a possible way of using IE to open .art files.
    http://www.andyrathbone.com/tips/aolart.html
(You may have to rename the image file to xxxx.art.)
    Lots more ideas here
    http://www.google.com/search?source...s=GGLD,GGLD:2004-31,GGLD:en&q=open+.art+files
However, none of this is going to solve the preview problem. If you are using AOL, I think you would get the best info on that by asking AOL.

Perhaps it would help for you to tell us the source of these masquerading .art files. Also what file extension is shown for these ".art" files?
It might also help if you right click on one of these image files|Properties and see what is written on the "Type of File" line.
