    This sounds more like Microsoft Agent technology. I really don't think real voice to text has implemented as you want. But here as some links to poke around. You will need speech recognition installed. You can find this at the first link here.
    Then you need to train your computer to your voice. It will match your voice to what you need to read, so voice to text can not be too far off. Good luck!
