Service Pack 4 wouldn't install!

I cannot get sp4 to install. When the installation reaches the point where it attempts to download files and patches, it returns the error message that "the server do not respond "

Looking towards installer error you have download a file that is not complete setup but its a link file which install sp4 online , here is correct link
