Computer want shutoff/Color faded

Hi i have a Aptiva 2140-L61 ,i have 2 problems with
my computer . One is i have to manually shutoff my computer.
when i go to start and to shutdown . messages says It's now safe to shutoff your computer . and the other problem is color . I wentinto display properties it says ibm 2116 MM 55 Multimedia on ati3 D Rage Pro Direct X. High Color 16 bit screen 800-600 .If there is something written in red the color would be and off black samething . If the color is Purple it will be blue. Rose color it will
be gray. Help

If not what do you have? Have both of these problems been there forever? Or have there been any changes to the pc that may correspond with these issues?

If you still have all of the original system configuration you may want to start by updating video and mobo chipsets and drivers.
