internet explorer returns to start page

When trying to enter a web site, IE returns to the original Start page in this case PeoplePC. this apparently only happens to this XP login user only, other users are fine.

this is not my pc. she says it is clean of adware etc, i do not know

In the Control Panel > User Accounts > Change an account, I assume this is a limited account.

Sounds like the problem is with the Account type, in Pick a new account type, what are the limits on this account?

There is a registry entry.
If you post a hijackthis log file I can tell you what to remove.
