Installed FaxModem and when I tried testing it...

    I installed a FaxModem in my Win98 and when I went to test it with the Phone Dialer I keep getting the message "Another program is using the selected Telephony device. Try again after the other program completes." In the task manager the only services running are:

    Explorer
    Point32
    Type32
    Systray
    rundll
    loadqm

    In the Device Manager it shows that the modem is working properly. I am having a hard time finding anything that is using the modem. I would appreciate the help.

    Well I read all the articles included in that link, moved my modem to all the PCI slots and even followed a few hints I found on the US Robotics web site and I still have no luck. It seems that the modem installs on a COM port and the IRQ's for the COM ports are either 2; 3 or 4. The modem installs with an IRQ of 10 and when I try to change the setting it tells me that I can't. I really am at a loss.

    The way to see if your modem is working is to go to Control Panel > Modems
    Highlight the modem (if there are any others it is probably best to remove them), click Properties. There it will tell you which COM port it is on. I would say that your modem should be on COM3 or COM4 (external modems use COM1 or COM2). If your modem is on COM1 or COM2 I would say that the drivers are not installed correctly.
    (Click OK to go back to the Modem Properties window)
    At the top of the MP window there is a tab "Diagnostics ". Here you can highlight the modem and click the "More info..." button. This will test the communication with the modem. It should list a lot of details to be working correctly.

    If these don't seem right, highlight and remove the modem in the MP window. Rerun the driver installation CD. If there is a choice of models, make sure you choose the correct model.

    Reboot the computer and do the checks again. If it has not changed to COM3 or COM4 reboot again.

    The installation CD should(?) include a "Fax program" that will be able to handle the communication with the modem.

    Another thing you might try.

    Go to your bios and if there is a setting to force modem to use IRQ 3, disable it.

    ANother thing to remember!!!!! If you are moving the modem from slot to slot or touching it in any manner make sure to remove the phone line from it. As long as the line is connected there is 14 volts going through the card and it's easily shorted.

    I want to thank everyone for their suggestions. I have read and read and I finally figured out what was wrong and I will pass it on. First off this was a Win98 system that I had used in the past and I was using the same hard drive and mother board. It seems that this particular US Robotics modem requires that the V.92 PCI Faxmodem Enumerator as well as the V.92 PCI Faxmodem be installed. I had previously had an Ethernet card installed on the mother board and it seems that there were problems installing one over the other. I simply reformatted the hard drive and did a clean install of the Win98 SE OS and when I did all the IRQ assignments were properly made and the Device manager recognized the modem and the enumerator both. Everything is working fine and my WinFax software works great. I want to thank all fro the replies and I hope this might help someone else who might encounter this problem.
