Can't initialize msoe.dll

    I have a user who cannot start OE and gets the above message.Logged on as Administrator I can start OE. Any ideas will be gratefully received.

    As you can start OE with Admin rights - does the user have the necessary permissions to start OE?

    I have not changed any settings , but they may have changed when I installed Kidswatch.
