I have searched the forum and did not find a fix for my problem

When trying to open OE6 I get an error message that it cannot open because the msoe.dll file cannot be found, although the msoe.dll file is in the Outlook Express folder.

I have gone to MS and performed a search and have done the regedit to set value to 0 to reinstall but it still says a newer version is installed and will not install. I have also checked all of the .dbx files and none are marked read only.

I also downloaded a new msoe.dll file and installed it but that still did not fix the problem.

Any other suggestions, I don't see anywhere that I can reinstall OE in Windows XP?

Outlook Express is part of the installation of Internet Explorer. If you have a Microsoft Windows XP CD, not a Restore CD, try this.
Go to Start\Run, type in sfc /scannow and press Enter. This should do a Repair of IE and OE.
You will be prompted to insert the CD.

SFC does not work with original disk once you have applied SP2. I have also done regsvr.32 msoe.dll which did not work either.

    Hi Joyce,

    http://www.helpwithwindows.com/WindowsXP/howto-24.html Detailed instructions on sfc

To address the SP2 issue, what you're going to have to do is slipstream SP2 with your XP CD:
    http://www.helpwithwindows.com/WindowsXP/winxp-sp2-bootcd.html

This issue also affects XP repair installs, which you may well end up having to do, can't uninstall/reinstall IE6 in XP.

If PeteC sees this thread, he'll have more info, he is the IE expert around here.

    Regards - Charles

That is not correct - XP is savvy enough to 'know' that it has been updated and will check for the newer files in the dll.cache. See this thread for confirmation

I tried SFC once before for a problem after having installed SP2 and it did not work, said the files could not be found.

I also tried to slipstream a copy before and that failed. I was using my Dell XP cd and a full download (276mg) of SP2.

Probably just me so I will try both again.

I know it's been awhile but I have not had time to work on this. I finally ran sfc using my Dell XP Cd on a Compaq computer. It evidently extracted some corrupt or missing files since it asked for the Cd.

I also reinstalled SP2 and edited the registry and changed the values of IE6 and OE6 from 1 to 0 and downloaded IE6. When I tried to install it, it tells me that a newer version is already installed and will not go any further. I even installed MS Office 2003 PRO thinking this might fix the problem (can't uninstall that since it has updates that cannot be removed) but it did not fix OE and still get the same missing msoe.dll file when I try to open Outlook 2003.

I have searched for days looking for a way to fix this problem to no avail short of reformating the hard drive which is not an option I want to do at this time since OE has many important emails that I need.

Surely there has got to be a way to fix this problem. I have read the other posts on this site (and many others including MS) and they all have the same advise which does not work.

I also did a search on my Dell computer to see where all the msoe.dll files were located, copied them to the same locations on the Compaq computer and THAT didn't work. (found 4 files that contained msoe.dll )

So here I am again begging someone to help resolve this issue. If MS tells you to edit the registry values and then reinstall why when you edit them does it not revert back to the previous version so that a reinstall is successful? It shows editing 2 registry file values from 1 to 0, are there more places that this must be done?

Has anyone tried to unistall SP2 and all other XP updates and do a repair and reinstall all updates? (does that make sense?) Or is there the same problem you have with MS Office 2003 that some updates cannot be removed? (made that mistake on my own computer....uninstalled Office then found out could not remove the updates then wouldn't let me reinstall office)

    Some thoughts on this ....

You may need to register those new copies with Windows. The easiest way is using Register - Unregister This DLL v1.0.0.1 - download from here This program adds 2 options to the context menu when you click on a DLL file. Register DLL, will try and register the selected DLL - UnRegister DLL, will try and unregister the selected DLL. So go to ....

    C:\Program Files\Outlook Express\msoe.dll

    C:\WINDOWS\system32\dllcache\msoe.dll

Right click on the file and select Register this dll.

Strange - did you follow the instructions here to the letter. No mention of SP 2 so I would suggest uninstalling that along with IE updates through Add/Remove Programs first.
That is not a problem - search your drive for *.dbx files - the default location of the OE message store is revealed in OE in ....

Tools > Options > Maintenance > Store Folder

Copy the *.dbx files to a separate location on your hard drive - another partition if you have one and burn them to CD. If you do reformat and reinstall XP you can copy them back to the store folder or to another folder and then point OE to that new store location.
Quite possible providing the option exists in Add/Remove Programs -it will only be there if you elected to make a backup when installing SP 2. I have done this.

Yes Pete, followed instructions from MS (your same link) to the letter, actually did it several times, still reads value 0 still tells me that a newer version is installed. I will try your suggestion to register the .dll (that was something new to me, thought if the file was there should be recognized). If that doesn't work then I guess a reformat is the only was to fix it.

How do you reformat on a compaq since the installtion disk is on a partition and there in no restore disk?

Was curious and looked in my OE and couldn't find this file of course I do not use OE I use Outlook 2003 but didn't find that either (matter of fact didn't find the Outlook file at all, I looked in MS Office folder also).

Hm ... that slipped by me :( AFAIK Outlook stores it's messages in *.pst files.

I would post a thread in the Outlook forum to confirm and ask for guidance re. backing up and importing - I have never used Outlook.
Never had a Compaq either :) Rather than put forward a suggestion which may be way out of line I suggest you post a thread in the Hardware forum on this subject.

Whompuscat-- I have not reread the whole thread in detail, but in one of your first posts you said
The command should be regsvr32 msoe.dll. No period.

whompuscat--Again I have only scanned this thread, but it seems like you have gotten two messages saying that you do not have msoe.dll on your PC.
Now, I know you say you do. But maybe it is corrupt.
Perhaps rename the one you have to msoe.old and then try the SFC /SCANNOW routine again.
If that does not work, you could try IEFix.exe.
    http://windowsxp.mvps.org/IEFIX.htm
Fixes for IE often fix OE.
