group policy - join a domain

    Windows 2000 advanced server. When do I find the group policy that allows 1 user to have the rights to "join a user to a domain "?

    You would want to create an OU (organizational unit), and grant a user in that OU, to create user accounts. That user will be able to create user accounts in the OU only, and any policies in that OU will apply to that new user.

    Where do I find "create user" in the group policy? Also, could you recommend a book that covers these type of items in Windows 2000.

    Nice, short overview of some topics including OUs Here although no how-to. But still gives you a better feel for 2K as compared to NT and such.

    Some study guides Here.

    And FWIW, I have always had great luck with any book from O'Reilly. You might want to take a look at This One or any of the others they offer.
