I have xp and can not change my internet zone security setting, even by using custom settings it will always go back to what it was. Thank you

Are you hitting the apply button than ok before you exit from the screen? Also, are you set up as a User or an Administrator. If you are a user the changes will default back so no harm can be made to the system. Try logging into the administrator's ID to make the chages. Good Luck
