site auto popup on startup

Whenever I start up my computer, a website I don't want pops up. I have Tried looking for the source in: startup folder, and a bit in the registry. I don't think it has anything to do with internet explorer itself. I reinstalled the computer to no avail. people keep coming in and using this computer running programs with malicious code A virsus scan picked up nothing either. Does anyone have any ideas besides reformating the drive and doing a fresh install...

Is it the same web page? If so....can you tell us which one? Have you gone into msconfig.and see if it got added to your start up?
(Start button.....run.....type in: msconfig ...click ok..and look under the start up tab)
