In Win 98SE, I was able to create a shortcut on Desktop.
What are the steps to take to do this with XP?

Start|Control Panel|right click and drag Control Panel icon to Desktop|click "Create Shortcuts here ".
But wonder if it is worth it. Unless you are already showing the Desktop, you will not save any clicks.

    Welshjim,
Thank U. It may not be that useful, but after using 98 "forever ", and having had a shortcut to Control Panel, I guess having it also on XP is comforting.
    Have a pleasant weekend :)

Comfort can be a good thing, especially when it comes to PCs.

Are you using xp style such as Luna or classic? I don't use classic myself but xp style allows for Control Panel access in several ways. Here's a few more. I know this is more than you asked for but yourself or others, reading this post, may not be aware of these options. So, here's the choice's.

    Lot's of comfort to had........
1]Xp style startmenu can the show the Control Panel. It can even include/expand to show other cpl icons:
Right click on the startmenu button>select properties>on the startmenu tab click on the customize button>on the advanced tab, Control Panel's 3(three) options should be at the top of the list. You can show or hide this on the startmenu. Click on the "display as a link" and the control panel is two clicks away. Want Control Panel to show expanded menu, put a tick in that option unstead.

2]Control panel can also be added to the "My Computer" so you can see and access it along with all your other drives. You have to be using classic view for this folder (My Computer) and it is one of the options tickable via the toolbars>tools>folder options>view setting.

3]Not practical, in my opinion, but still another option is a taskbar/toolbar:
Right click taskbar>select toolbar>new toolbar>browse to and open My Computer>select Control Panel>okay and close.
