New folders in ME

I have lost the ability to create a new folder using File from the menu bar. The new and or create options are not available from the dropdown menu. Right clicking the desktops dropdown menu does not have the option to create a new folder either. I fear I may have deleted a shared file in error but dont know which one, or, if thats the problem, how to find out and get it back.

Thanks again rebecca, none of the options on the link you recomended worked for me. It turned out to be a missing registry key (New) and of course its value. Just shows how long it is since I created a new folder
