If I already have a DC running Server 2003 with 50 CALs and want to add an additional DC for load balancing do I have to buy CALs with the new server OS?

I really couldnt find a clear answer on this.

some much needed overhauling has been done on the CAL pages.

With Per Seat licensing, any number of licensed computers and/or devices can be used to connect to the server. However, you must purchase CALs for each client computer and/or device where access to services is needed such as file and print, or Microsoft server applications. The following is a diagram illustrating Per Seat licensing
    ---------------------------
if your organization chooses to deploy Windows NT Server in Per Server mode, purchasing 50 CALs will allow up to 50 devices to be connected to that server simultaneously. Because CALs in Per Server deployments are not permanently associated with a specific device, if your organization adds another Windows NT Server, and remains deployed in Per Server mode, separate Windows NT CALs will be required to access the second server.

You didnt provide enough information about your current config, but Per User or Per Device Mode would mean you dont need more CALs.
