determining source of blocked port

    I do some work on a small workgroup that is behind a Cisco router, and no one on that workgroup can connect to webservices on port 81. I can connect to them outside of that network, but we just get page timed out errors trying from within that network. I talked to an administrator of one site we want to reach and he said no IP from our range has been logged as trying to connect, so I assume we are blocked somewhere. I also talked to the administrator of the router and they said that port 81 should be free. So, is there any tool I can use from one of these PCs in this workgroup to determine what exactly is blocking port 81 on this LAN? Something that would tell me what computer is running what service or whatever is going on to stop port 81?

    What is on the other end of the router?

    What is on the other end of the router? Is it connected to a T1 circuit, or DSL? Is there an ISP involved, or is it a leased line?

    I found out that the depatrment at the provider of the internet connection has port 81 blocked, not at the local router level but at the T1. So I have taken it up with them and will close this thread.
