msoe.dll file.. how do i reinstall???

Could ANYONE help me?? I am going CRAZY with this!!
I installed Microsoft PICTURE IT successfully, and when I restarted and went to open it, it says " outlook express 5 is missing or broken, and version 5 or geater is needed to run PICTURE IT. I show Outlook Express in my desktop but when I click on the "outlook express icon, it says, " could not be started because msoe.dll could not be loaded. " Does anyone know how I can get it back or load this extension?
