Hi there. I have XP Pro and 3 users on my home PC. I have adsl 1M/192 and I wish to slow down speed as 1 user keeps on downloading lots of large files that uses my allocation. Is there anyway to do this? Any help will be much appreciated

    CHEERS :D

Might be simpler to change permissions for your problem user rather than limit all three users and since you run XP-pro, it isn't that difficult.

    Assuming:
    - each user has a different logon
    - you are willing to password the accounts so your problem user can only log on as him/herself

You can log on as that user, set IE as shown in the first picture with downloads disabled, run gpedit.msc and lock the ability for an account that only has user rights (as opposed to administrative rights) to make changes.
