Right click on the shortcut to IE, then Properties. What is in the Target line?
    Mine, using Win XP Home and IE6, says "C:\Program Files\Internet Explorer\iexplore.exe "
If yours does not change it accordingly. Or have a look at the Target line in one of the User profiles which does connect and use that.
What actually happens when you try to open IE on that account that is giving you problems?

Wayne D--Can you reach any website using IE with that user account--or is the problem limited only to problems reaching the home page?
As you know, IE translates urls (like www.google.com) to an IP-address (like 66.102.11.99).
To see if you are getting any connection to the internet
1)Start|Run|type cmd| (OK) to run the command prompt
    2) Then type ping www.google.com| click Enter and see if an ip-address like the above is returned.
If you get no response, you have no connection to the internet. You can try to fix that yourself entering Control Panel|Network Connections|right click on the Local Area Connection that should be active|Repair. If no success, you could phone the ISP and see if they can help.
You could also see whether disabling the firewall (if you have one) helps. And do you by chance have two firewalls running? WinXP SP2 gave you a firewall by default. If you already had a third party firewall installed, it could conflict with the XP firewall. Turn the XP Firewall off (it is not as good as third party firewalls). Control Panel|Windows Firewall.
P.S. "Cannot find Server" could be a problem with the ISP's server, but since you say the other two PC's using the same computer and presumably same ISP have no problem, that seems unlikely. On the other hand you are likely paying the ISP for service, so hope they will give it to you.
P.P.S. Ignore that www.google.com appears as an active link above (and in this sentence).

    A slight correction Jim.

A ping failure by URL could be either a blown internet connection or a dns lookup issue.

Ping by IP and you will know if you have a connection or not.

ping -a ip-address and if all is well, you get a response and also the name of the server you hit - assuming that you have tried to ping an internet server that allows it. The server owner can block things so a ping attempt will fail.

    Best is probably to

ping -a ip-address-of-your-ISP's-DHCP-server since that pretty much has to work.

You might try running LSP-Fix. I don't know if the LSP is different for each user or not but it's worth a try.

Open IE in your account and in the address bar type 67.15.19.177
It should take you to this website. Does it work?
