My notebook uses an Intel 82371AB/EB PCI to USB Universal Host Control. My USB port is a 1.1...Can i replace the drivers so it can run at 2.0?

No, but you can use a USB2 PCMCIA card. My laptop USB ports are USB 1, but I have a Belkin USB2 plugged in - works just fine with my USB2 Maxtor OneTouch external HD.

If something says it can transfer at the speed of USB 2.0, but you only have 1.1, will it still transfer but only a the speed of 1.1?

Yes, in general. Most USB2 devices are backwards compatible.
