I'm sorry I don't have access to Office2000 at the moment, :( but you can check your email account -> under 'Tools' on the menu bar go to 'Email accounts' and see if there's an option for "Log on with Secure Password Authentication (SPA) ". If this is 'checked' remove the check mark. Another place to look is in your email account settings for your 'Outgoing Server' information and make sure there is no checkmark by "My outgoing server requires (SMTP) authentication.
I use Outlook and occassionally (not very often) I have the same problem but it is caused by Outlook not being able to connect with my email servers, so Outlook asks for the account password. I just click 'cancel' and wait a few minutes till the connection clears up. If you only have this problem occassionally it may be the same as the *hiccup* on my system. HTH

Might try deleting the account and re-setting it up.
