Windows ME error "trouble with Explore.exe

I was loading a card reader and all of a sudden, my computer shut down and I was told "error with Explore.com, you must reload windows ". Has anyone had this before? I went to setup and the boot order was the Removable Discs from the card reader first. I changed to have it read the hard drive but I can't get to windows to make any changes. I have tried a boot disc but won't read it. Would appreciate any help.
