I use a Toshiba Portege 3110CT running Windows 2000 Professional.
Lately, the processor has turned extremely noisy, and slow.
Operations such as starting up IE take minutes, and mouse clicks register after 10-15 seconds.

I frequently get errors such as: 'ipconfig.exe. Application was unable to execute. Error 0xc0000142.'

    The OS hangs often.

I run Spy Sweeper, and it mentions changes to the Windows registry at every single startup.

    Help.

    Based on your saying
it was really hard to tell that you could not get the thing started.

Maybe if you gave a little more idea of your situation, a guru would be able to help you out.

I do agree with tiwang (and BTW - he may well be a guru who was trying to help you out) about the need for a scan or two. Maybe start with a couple of spyware cleaners that you can download, burn to CD, and move to the afflicted machine. See quicklinks in my signature for some recommended apps.
