can't make new folders

I've cleaned my system so many times in the last few days trying to get my new printer to function correctly, that I "cleaned" away the dlls or regs that allow me to go to "File" and create a new folder. The "new" command isn't even there.

Any suggestions besides reinstalling Windows to get this function back>
