Desktop icons flicker, move

    My relative's PC desktop has continious icon flickering and moving when cursor arrow is placed over them. Plus transmission on a 56K is much slower. Could it be some &%$#! virus? If so, suggestions. I've downloaded IE 6.0 and a McAfee upgrade but can't really download/install due to speed. I figured I should upgrade with IE 6.0 before installing McAfee upgrade, right?
