Could be any one of several things.

Make sure the following files are in \system32
    Stdole32.tlb
    Stdole2.tlb
    Stdole.tlb

Take a look at http://consumer.installshield.com/kb.asp?id=Q108322 for some additional information about possible causes and the fixes.

If you only have trouble with specific apps, there are some other issues that might be causing problems but we'd need to know what apps.

Click on start => run =>, key in services.msc, click OK and make sure your entry for RPC matches the picture below.

Do you have a regular XP install CD or some sort of recovery CD? If recovery CD, do you have a folder on your system named I386? If yes to either of these, click on start => run =>, key in
    Code:
    sfc /scannow
    and OK.

Did you check for those files and if so, are they there?

From Quicklinks in my signature, get, install, update, run first Ad-Aware and then Spybot. Let them delete any baddies they find. Then run an online AV scan using Housecall.
