I tried the following from microsoft description:

    To Show the Language Bar
To show the Language bar (using Classic view in Control Panel):

    1. Click Start, click Control Panel, and then double-click Regional and
    Language Options.
    2. On the Languages tab, under Text services and input languages, click
    Details.
    3. Under Preferences, click Language Bar.
    4. Select the Show the Language bar on the desktop check box.

Problem is that Language Bar button (in Preferences) is INACTIVE.

I solve problem. There was another reason:

Control Panel > Regional and Language Options > Languages page - click Details But first on Advanced page I need *uncheck* 'Turn off Advanced Text facilities': it must be *not* checked, then Apply, then on the main page click 'Language Bar' and enable it.

So, I was a hurry a little, its looks not a microsoft bug, sorry.
