When I start my disk defragmenter it says on 1% and keeps going back to 0-1%.Never advances to complete disk defragmentation.I closed mos of my programs by using the startup menu options.Same problem.

Jerry72--The most common cause is as follows.
ScanDisk and Disk Defragmenter do not like to see changes made to what is written on the drive while they are doing their job. That causes them to go back to the beginning. (You should see a message to that effect.) Changes are made by programs that are "actively" changing things, like screensaver, scheduled tasks, clock synchronizers, programs checking for updates, connections to Internet, etc.
Easiest is to run SD and DD in SafeMode, which allows only programs necessary to run Windows to start. But you can also shut off (disable) the types of programs mentioned manually--if you can remember all of them!
P.S. Are you also running ScanDisk? Same problem?
