I have read 2 different opinions:

    1. Use NTFS for the whole drive.

    2. use NTFS for web related folders, use FAT32 for system files + program files.

Please give your opinions on this security issue, assuming that it was a server.

NTFS for everything. There are no real advantages to using FAT32 for system and program files whereas NTFS gives you many advantages. Here are a few...

    1. Ability to control security access to everything (file shares, programs, etc...)
    2. Detailed logging in event viewer
    3. Files can be indexed by the Indexing Service

    I agree, use NTFS only.

I'm not sure why converting to NTFS would have affected shuting down, but try this:

In Device Manager click View then Show Hidden Devices. If you see NT APM/legacy Interface Node showed as disabled, simply enable it and see if your shutdown troubles go away.

    RE:troubleshoot

I did not find the item you mentioned but I saw an exclamation mark on the 'Microsoft HID Class Driver' and when I clicked on that it says the service name is HidUsb and was disabled. Shall I enable it? This driver is in the Non-Plug and Play Environment directory.

    Much troubleshoot

After much troubleshoot, I fixed it: As it turned out quite simple. The default of permission of C drive(system) is everyone has 'full control'. since I removed it and replaced with some administrators also with full control.

Now I put evrone back at full control and the shutdonw came back to normal.

But it is absurd, how can I allow 'everyone' 'full control'? How can I have security that way? :(

Bluesky - when you changed the permissions, did you by chance leave the "everyone" group in there and just deny it access?

    re: everyone permission

No. at first I kept 'everyone at read, list and read&execute. Then I removed it.

Now, I will start again from the beginning. If someone can direct me to some docs about how to set up file system permission in window 2000/ntfs please please tell me. Thanks.
