Which processor do I use for a motherboard that has the socket label mPGA478? Is it the regular Intel P4 or the P4M or what? I'm confused...
And what makes a PSU "P4 Ready" or "Compatible "?

    P4 including Celeron.
In simple terms a PSU is P4 compatible if it has the square 12v power connector to fit the socket on a P4 motherboard. But you can get an adaptor cable for older power supplies.

So the mPGA478 is any Pentium 4? If so, then I have another question. If i buy a processor that says 533MHz FSB, can it run @ 400MHz FSB. I understand that the CPU Clck SPeed will drop, but will the CPU run?

If your MB is only capable of 400 FSB then yes the CPU should work fine, just at the slower FSB.
