Try a system restore to the point before you lost the file

mogo55 --I know nothing about Bit Torrent (and do not use it), but it seems a bit odd that a program would store information to which you need to refer for longer than a day in the Temporary Internet Files. By definition, that will be deleted whenever you empty your cache, and some systems may be set to do that every day. For the future you might want to check whether you have any control over where this information gets stored and put it somewhere more permanent.
For the past, you might try to Undelete, though if it is already some time ago, you probably are out of luck. Download Restoration
    http://www.webattack.com/get/restoration.html
    to a floppy
    and run Restoration from there.
Good luck. As you may know, deleted files actually still are on the PC, but Windows marks the space as available for overwriting with new files. So the longer you wait, the more likely the files you want have been overwritten.

I don't see why you can't simply download and install Bit Torrent again. It is a free file sharing program.
Program files are not installed to the folder you mention (unless you told it to). Something else must have messed up your BT install.
