Outlook Express forwarding attachment doesn't work?

    Using Windows Xp. Outlook Express 6.
    When forwarding an email with an attachment the attachment is not received on the other end. Why would this happen?
    These are different types of attachments.

    2001--Look in OE Tools|Options|Send tab|HTML Settings. Is the box "Send Pictures with messages" checked? If not, check it|Apply|OK.
    If that does not work, how big is the attachment? Maybe the recipient's email has a small size limit.

    I may be wrong, but in order to send an attactment you have to attach it to a message not forward it.
