It seems like You have tried to start the new installation from within Windows. Restart the computer and press "Esc" or "Del" to get into BIOS. Which key to press is said on the screen at the beginning. Make sure that the boot order is floppy-CD-HDD. Insert the XP-CD in the tray and restart the computer. You will be asked if You want to start from the CD > confirm that. Now, nothing will be in use and when prompted, You can delete all partitions and create a new system partition. The rest of the harddisk gets partitioned and formated from within the new installation. Do a full format (as opposed to quick).

After you delete all the existing partitions you will be prompted to create a new one, format it, and continue wiht the install. That is where the operating system will be placed and since it contains your operating system, it will be your 'system partition'.
