MSOE.Dll

    I experienced a registry problem and ended up replacing the damaged registry with a backup. Everything went fine except Outlook express which gives the message. "Outlook Express could not be started because MSOE.Dll could not be loaded:"

    Most of the microsoft docs I found deal with OE 5. I am using 6 on a Windows 2000 pro operating system.

    The stated fix for this is to uninstall it and re-install again. Is there any other way. If I uninstall it I lose everything. Mail, Account, Address book, and IE settings.

    Ouch. Probably more 'causes' for that error than any other I can think of and they are from all over the place.

    Have you tried just doing a repair install of IE?

    I'm assuming you have msoe.dll on the system. Does your registry look like the bit at the bottom of This article? Could be the registry restore left you with a bad path entry for the file.

    Also, while I'm not positive about 2K, start->run->sfc /scannow might take care of the problem.

    If worst comes to worst and you do have to uninstall and reinstall, you can certainly save your mail and address book then put them back after the install is done. You would have to re-do the settings and add your email account back into the new install but that shouldn't be a really major undertaking.

    Thanks for the reply. Yes I tried a repair, no good. I also checked the registry path for dll path as described in the linked article. The path was correct. Barring any other suggestions, I guess I'll just have to bite it and re-install.

    BTW this also occurred with other programs not being able to load their drivers. Norton Anti-virus and Norton Internet Security were affected.
