I was told by a tech that I should defrag in safe mode, so I did. When I went to restart it shuts down but the screen stays black and nothing shows up after. The computer still seems to be running but the monitor light which should be green stays red as if the pc is not running. I seriously need help. I also don't have any of the software disks or anything that I can use to help

There is nothing special about safe mode where you need to defrag only in safe mode. Safe Mode only loads the OS w/ the minimal set of drivers necessary to operate your OS. In the future just defrag in normally mode.

Boot the system up with a Win98 boot diskette. At the dos prompt, type: "scanreg /fix" without the quotes. Note that there is a space between the g & forward slash /.

Your computer does not like to Restart from Safe Mode apparently.
Did you press the Reset Button? Some computers need a small blunt object to push it, usually next to Power Button.
