All you need to do is grab it and drag it. Or click down on it and drag it to the bottom.

SHOULD...but didn't all it did was open it to about half the desktop.

As I've said..this has NEVER...EVER..happened before, looks like it's gotta be another reason.

Well i tried it on my system and here's what works for me. If I right click on the taskbar, in a empty space, and unlock it then I can left click on the taskbar holding down the left button and then move it to the top or bottom. Once in place right click on the taskbar again and lock it. You don't need the double arrows all that does is resize it. (sorry about that) I hope this works for you.

    Good Luck

    Look what I found.....

    How to move the taskbar

Moving the taskbar is simple once you understand the basic steps involved. To move the taskbar move your mouse cursor to where the time is currently displayed on the taskbar. Once your mouse cursor is over the time click and hold the mouse button down, while holding the mouse button down move your cursor to the middle edge of where you want the taskbar to be. For example if you wish to return the taskbar back to its original position move the cursor to the bottom center of the screen. When the taskbar has moved to its new location release the button.

You can check it out HERE

PROBLEM SOLVED...got it from a Google search.

Thanks for your time, asistance, perserverance and patience.

    Roy
