Workstation Default Preferences

I need to set-up a default preference file for a windows 2000 workstation and
Netscape 7.1. For example all users have the same home page and not netscape.com.
I don't what to have to go into each users Application Data folder and create a profile
for them. I need one that can be used for all users. I would also, like to stop, the
attempted connection to startuppage.html

To change your startup page:
Edit | Preferences | Navigator

To disable the Mail Start Page:
Edit | Preferences | Mail & Newsgroups

Central location

There is no way to set up a "central location" for the register file so I
don't have to copy it to each user. I would like to be able to create a new
user and he/she automatically get the same profile. Something like - Netscape\Users\default\...
