I have IIS running on a Windows 2003 box. The server is located in a secure area. However the webmaster is located in a different area. Is there a way to give the webmaster access to only IIS? I have already given him shares to the wwwroot folder, but would like to give him access to IIS management so he can creat virtual directories, etc.

You could provide him with a custom MMC console to the IIS interface, and provide his account access to make modifications to the IIS configuration.
Or provide him a login to the IIS Web Admin, which could be enabled with SSL.
