    I just bought:

    Pentium 4 3.0Ghz HT w/ Prescott
    ECS 865PE-A Mainboard
    512MB(2x256) Dual Channel PC3200 400Mhz DIMMS
    30GB Western Digital
    nVidia MX440SE 64MB Video
RAID Controller Card (2 more IDE channels supporting 2 Drives on each)
    1394 IEEE Firewire card
    Lite-On LTR-52327S CD-RW
    Enermax 330 Watt Power Supply

    Software running:
    Windows XP SP1a all updates
Norton Antivirus 2004 Pro legal with all updates
a USB 120GB Western Digital External
Lexmark utilities and fax scan copy program
    Logitech MX Duo software

Seems that other systems that are running slower processors and lower memory are faster than mine. Doubt it is the configuration of the software. I was thinking it was partly the video card's fault. If i can get a total system benchmarking software/program, and some sample benchmarks with other detailed system decriptions like mine above i'd feel better about my computer not being as slow as i see it.

Some evidence of it being slow. (as we all know we are talkin about seconds so it's not a huge deal. but the way this system is set up, there should be no lag at all. Dual Channel mem is a great complement to the Hyper treading processor along with prescott's 1 MB L2 cache.) While moving big windows with high graphics such as an internet explorer page the window will move slower than the mouse cursor and trace the cursor movement and catch up with it when stopped. Please advise. Thanks.

Your video card is a bit of a weak spot. See the attached picture. Try the option "for best performance" and see what kind of difference over all. Or uncheck the highlighted "show window contents. "

I think Steve gave you a good answer and there are a few other things you could look at too. For general benchmarking you can look at SiSoft Sandra Pro version and you may want to run some free on-line tests at PCPitstop. Although limited, PCPitstop may uncover a few things. Everest will give you some comparative data on memory read and write speed and its certainly a great all-around utility. Once you've dabbled with these, if you want some high-end benchmarking tests, holler back.

Edit: After re-reading your comments, you may want to check your video drivers, direct X and although it sounds like you have a good handle on your system, I wouldn't yet rule out software and/or settings. Dragging a page shouldn't cause much, if any, problem ............

I got a score of 1447 on PcPitStop and it did give me some comparisons which was good. even though it was limited it still helps to compare. thank you. i'll let you know how the others go.

A little comparison which may be a bit misleading - just ran em' before posting.

Athlon 2500+ Barton OC'ed to 3200+ PCPitstop = 1629 with everything running including AV software, tojan hunter and firewall.
Athlon 2600+ Mobile OC'ed beyond 3200+ PcPitstop = 1768 with everything running including AV software, trojan hunter and firewall.
Both of these are pretty highly tuned dual channel machines running 400 mhz bus, high end memory, decent video cards and SATA system drives. Not to be alarmed, they both run better than most P4's.

    ;)
