In Taskbar and Start Menu Properties, Start Menu Tab > tick Start Menu then click "Customize"
On the Advanced Tab, be sure, under "Start menu Items" that "Enable Dragging and Dropping" is ticked. If it is already ticked, toggle it. Reboot, because it can't hurt, and post back. Can't hurt, might help.
