    Using IE6SP1 on a Win 98SE machine, P11, 350 MHZ
Until recently, I had no problems clicking on a link or a URL and being taken to the web-site.
Now, when I do this, I sometimes get a blank screen with a small rectangle, with 3 small colored images: a red, blue and green shape or red X.
I checked the MS Knowledge Base and tried:
Start/run and typed in: regsvr32 urlmon.dll and hit OK and got a "success ".
Tried the same with regsvr32 SHDocvw.dll and 4 or 5 other versions. Always got "success ", but can't get a web-page when clicking on the URL or underlined link.
I need to state that many times I do get the web-page desired. So, it isn't an always problem

princessmandi8--If PLansdowne's suggestion did not help, here are some other ideas.
The symbols you describe mean different things. The box with three colors could mean that the page needs ActiveX controls and/or Macromedia Flash player to run. If you do not have a recent version of the latter, get it from www.macromedia.com. If you cannot open that page, or download from it, your ActiveX settings are too high. That would be the next step anyway. IE Tools|Internet Options|Security tab|Custom Level|set "Run ActiveX controls and plug ins" to Prompt|OK|OK.
    The RedX has many solutions.
    A few are described here
    http://www.mvps.org/inetexplorer/answers.htm#jpg_gif
If those ideas have not helped, maybe you should try the IE Repair Tool
    Start|Programs|Accessories|System Tools|System Information|Tools|Internet Explorer Repair Tool|Wait|Reboot.
BTW--What about links on a webpage?

    Still have problem!!
I've taken the actions suggested by PLansdowne
I've enabled the Active X contruls as suggested by Welshjim and tried to install flash player 7; I get the little box with the 3 small colors.
    I repaired IE.
And yes, links on web-pages do work.
    What next???

princessmandi8--Instead of Prompt, set the ActiveX controls permission to Enable. Whether successful or not downloading Flash Player, probably best to set back to Prompt when you are finished.
I just went to www.macromedia.com with ActiveX set at Prompt. Got the usual message about "did I want to run ActiveX ", clicked Yes, got to the site, and was told I needed latest version of FlashPlayer (which, of course, is what you want). Clicked OK and got to this window
    http://www.macromedia.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash
which seemed to imply I could go further. However, I did not, since I did not want to close all other browser windows. If that had not worked I would have set my ActiveX to Enable for purposes of the download.
Maybe later today, I'll close all browser windows and see what happens.

Well, I made it back to http://www.macromedia.com/shockwave/download/download.cgi?P1_Prod_Version=ShockwaveFlash
closed all browser windows, set "Run ActiveX controls and plugins" to Disable, clicked to download Flash and got a window with a small box with the three-colored geometric forms.
So went back to the download page, set the ActiveX controls to Prompt, clicked Download, this time got the window asking if I wanted to run ActiveX, said Yes, and successfully downloaded.
Wish I could make it work for you. Maybe set all the ActiveX boxes in Security|Custom Level at Enable.

princessmandi8--Maybe you should give us the URL's for one or more of the sites giving you problems so we can try.
Give us at least one each of the RedX and the box with three colored images.
