One of your startups is a program called TASKMON. Everytime you run a program, taskmon notes the disk areas that it resides on and the files opened, and logs this info in one of the files under \Applogs.
When Defrag runs, AND you have rearrange programs selected, it uses this info to move these active portions of the disk to the front of the drive, to make them load faster.

On a slow machine and disk drive, you could notice a difference. On the speedy ones that are built these days, you will probably notice nothing. (except defrag runs longer).

General recommendation is to UNselect Taskmon in MSCONFIG, reboot and then delete all the files in \APPLOG.
