I HAVE A SYSTEM RESOUCE HOG SOMEWHERE. I have done the following and still no luck in resolving the progblem.
Run Spybot, Ad Aware, Registry 1st Aid, Virus Scan (in safe mode), clean disk, scan disk, and defraged.

Last night I had 2 windows open and MSN Messenger and my resources dropped to 5%. Right now I have 2 windows open and resources are 48%.

I have a Gateway, PIII, 1.6ghz (I think) and 512mg RAM running Windows ME.
I am posting the list below in hopes that someone can help me free up my resources. I do not know what else to do, my system is set to let windows handle my resources. I cannot figure out what is taking so much memory or if maybe the cache or something needs to be set different.

    Any help is greatly appreciated.

whompuscat--Is your PC running OK even when you show low resources? If yes, you may really have nothing to worry about. (How are you determining the level of resources?)
However, you do seem to have a lot of programs starting at boot. (I presume you have looked at the start up tab when you Start|Run|tupe msconfig|OK.) Unchecking boxes there and rebooting will stop these programs from starting at boot. You can always run a program when you need it. And of course, you should close it when you no longer are using it.
Here is a site to help you decide what should be running
    http://www.answersthatwork.com/Tasklist_pages/tasklist.htm
For whatever it is worth, I only have ScanReg, Systray, Load Power Profile, Antivirus, Firewall, and a Time Synch program in my MSCONFIG StartUp.
You may also want to read this article on the meaning of resources and how Windows manages them

Only thing that is checked in the start up group is Roboform, Disc Detector, System Tray and GoBack, all the others are Norton Virus and Firewall related which I have checked at another site and those must be running in order to provide protection.

I forgot to post I also ran CWShredder and HijackThis. I also have DSL and my computer is networked with another in my home.

whompuscat--You really have not answered the questions I posed. Most importantly, whether you are having problems because of the low resources, and how you are determining low resources. You may know that Windows swaps resources when you get near the bottom, so often problems are avoided. And you can usually not worry about "low" resources.
Sadly, the Norton Suite is a known resource hog. But unless you are actually having problems, you will have to live with it.
Just for the fun of it I plugged one of the programs in your startup group (devldr16.exe ) into the answersthatwork website and got the following
"Background task installed with the drivers for some Creative Labs sound cards – it provides SoundBlaster 16 emulation for DOS applications and games. Without it, your DOS games will not have any sound. Disabling this program, however, often gives problems with the general behaviour of sound and of the Creative sound utilities on your PC.

    Recommendation :
This is another Creative program which is the cause of many frustrations for AnswersThatWork users. Once upon a time “Creative Labs†used to be synonymous with quality ! Some users experience unexplained crashes of this program where it is impossible to clear it off the screen; others experience occasional to total inability to start Windows 98/ME; some find that their modem no longer works properly; others experience strange behaviour of their software (Photoshop); others find that menus do not open up when clicking on them and that the only way to recover is to restart; some find that the mouse pointer disappears, till a reboot; some experience unexplained general instability problems; the list goes on. Shocking! For the technically minded all these problems are due to the fact that DEVLDR16 emulates old ISA sound cards which do not have the ability to share resources in the way that the newer PCI cards can. If you do not use DOS games, and you want to get rid of this task, the only way we have found to safely disable this task is as follows : 1) Disable on the Startups tab of The Ultimate Troubleshooter (http://www.answersthatwork.com/TUT_pages/TUT_information.htm). 2) Next, in Device Manager (through the SYSTEM icon in the Control Panel), in the Sound section or under “Creative Miscellaneous Devicesâ€, disable Creative SB16 Emulation. "
That sounds like one program that you do not need. But I am not trying to sell software for answersthatwork. ;)
I have not run searches on the rest.
And then there are all the Running Processes. I am pretty sure all of them are not needed, but I have not done the homework for you. Some of them, of course, will be personal choice, anyway.

Sorry I did not answer your questions. Yes I am experiencing problems which prompted me to check my resources. I am checking the resources from the Control Panel > System > Performance tab. Computer freezes, can't use the start button and if I can then it will not expand the files, or else I have to run my mouse over them to make them visible.

If I might ask which of the Norton programs are "hogs "? System Works in itself? What about just using NAV and using my DSL firewall? The only reason I put the firewall on is because of ad blocking, which my DSL firewall does not provide.

The devldr16.exe has been disabled in MSCONFIG many times but re-enables itself when I reboot. I will try the link you suggested for a fix for that.

If you have any other suggestions I am willing to try them.

    Thanks

whompuscat--It could be the combination of WinME and Norton System Works. For example
    http://www.dslreports.com/forum/remark,10196600~mode=flat
I certainly would not disable Norton AntiVirus or Firewall, but you could try selectively disabling the other parts of the suite and see what gives you the biggest increase in resources. Then you will also have to decide which you can live without.
You could do the same with other programs in your Startup Group. I would not think you would need Roboform, Disk Detector and possible not even GoBack to be running at start up. You can turn them on as needed. And WinME has System Restore, which functions somewhat like GoBack. On the other hand what you report in the startup group ( "Only thing that is checked in the start up group is Roboform, Disc Detector, System Tray and GoBack...plus Norton Virus and Firewall ") is a pretty small list and does not mirror some of the programs you report under StartUp Programs. So they are starting from somewhere else.
Also, as a normal day of computer use progresses, do you check from time to time to see what programs show as running in TaskManager (Control+Alt+Delete)? (For a more accurate list, you could also check MS System Information--Start|Run|type msinfo32|OK|Software Environment|Running Tasks.) Are they all programs you are using?
Are your resources slowing dipping as time goes on? You may be having a problem with Terminate and Stay Programs--basically programs that do not close even though you think you have closed them.
    http://www.google.com/search?sourceid=navclient&q="terminate+and+stay"
I would have to do some research about that. One solution (perhaps the only one other than checking TaskManager from time to time) is to reboot.
I do not know how you can use the PC before you have problems. If it is a reasonable and more or less constant number of minutes (like 30 minutes or more), perhaps the last suggestion is something that will allow you to live with the problem.
P.S. Concerning devldr16.exe, somewhere in that Creative Labs folder/window there should be a method to not allow it to start on boot. Or remember the suggestion about Device Manager in my earlier post.
