Does anybody know if it is possible to limit the rights of
an Enterprise Administrator (EA) of a Windows 2000 Forest
to only Domain establishing and maintaining and thereby
preventing the EA to read files on local machines ?.

    Thanks !

yes, don't join that forest. Enterprise Admin's should have complete rights over the entire forest, including all domain computer accounts in that forest.
