Narrator not working

    When I click on "Narrator" nothing happens. I have all the files needed to run it but it doesn't run. When I select a voice in "text to speech" in control panel speech box I keep getting an error message saying can't speak this voice. I have installed microsoft sapi 5 but still nothing.

    If you press WinKey + u does the Utilities Mgr open? Everytime I do that by accident, this monotone male voice starts reading text to me.
