I bought one of those lightup fans for the side of my new case. I plugged it and started my machine up. The fan lights up, indicating it's receiving power, but the blades don't turn. Does this mean the motor's DOA, or is there some software setting I'm overlooking?

No, I think it's DOA. The lit LED's indicate that power is arriving from the Mobo. Unless the LED's are very dim, indicating a voltage problem.
Give the fan a nudge with your finger incase it's binding.

I had a PSU fan a few years ago that stopped. I found a black house spider and his/her web in there. Spider web sure is strong :)

Actually, it turns out my IDE cable was jammed against the blades. It's spinning now. Now I got a new problem. The stupid cathode tube that came with the case just died, the very first day I was able to use the stupid thing. I thought cathodes were supposed to last.

There's always some problem isn't there?
I stopped at the LED lit side fan and the blue backlit front LCD system temperature display. All very sexy but doesn't increase speed. :D

But it keeps it cool and looks oh so pimpin. Now all I need is a rainbow cathode tube and it'll be bad@$$.
